As we all know, the Canadian government announced that Express Entry is to be resumed from July. The latest update is that Immigration, Refugees and Citizenship Canada (IRCC) will complete the transition from NOC 2016 to the new Canada TEER system in November 2022, the ministerial memorandum confirms.
Employment and Social Development Canada (ESDC) and Statistics Canada are in charge of the NOC, which is updated every ten years.
In doing so, the system will then, move from the existing skill level-based categorization to a new TEER classification, which stands for Training, Education, Experience, and Responsibilities, which will, in turn, affect the Express Entry System.
NOC (National Occupation Classification) as of now is segmented into 5 different categories i.e. skill type – 0, A, B, C &D. Further, this will be replaced by the TEER system, which is divided into TEER 0, 1,2,3,4, & 5 (six-tier hierarchical system).
As a result of these changes, the 16 occupations listed below will be eligible for Express Entry:
These 16 occupations that are eligible include,
-Payroll administrators;
-Dental assistants and dental laboratory assistants;
-Nurse aides, orderlies, and patient service associates;
-Pharmacy technical assistants and pharmacy assistants;
-Elementary and secondary school teacher assistants;
-Sheriffs and bailiffs;
-Correctional service officers;
-By-law enforcement and other regulatory officers;
-Estheticians, electrologists, and related occupations;
-Residential and commercial installers and servicers;
-Pest controllers and fumigators; Other repairers and services;
-Other repairers and services;
-Transport truck drivers;
-Bus drivers, subway operators, and other transit operators;
-Heavy equipment operators; and
-Aircraft assemblers and aircraft assembly inspectors.
Accordingly, the three occupations that are ineligible are as follows:
-Other performers;
-Program leaders and instructors in recreation, sport, and fitness; and
-Tailors, dressmakers, furriers, and milliners.
According to Statistics Canada, the TEER system is replacing the skill type model for two key reasons. Firstly, the TEER system seeks to clarify the amount of education and experience required to work in a given occupation. And the second reason is that the skill type model artificially divides employment into low- and high-skilled job categories.
Therefore, it simply concludes that some of the occupations which were ineligible before will now be eligible in the new TEER system.
