Canada has put into practice its upcoming National Occupational Classification (NOC) 2021 program, which will allow citizens from 16 new occupations to become eligible for Canadian permanent residence. The National Occupation Classification (NOC) is a classification used in Canada to understand what level of skills and education are needed for an occupation or career.
For immigration purposes, NOC codes categorize occupations as either skilled or unskilled. Immigration to Canada under one of the many federal economic programs requires a candidate to possess at least some work experience in an occupation classified as skilled.
With the implementation of these new NOC categories, Canada will be able to successfully bring in talented individuals from all over the world from the fields such as construction, health care, and transportation.
There are three Major changes happening:
1. The former five-category skill level structure is being replaced with a six-category system called the Training, Education, Experience, and Responsibilities (TEER) categories.
2. All 4-digit occupation codes are now 5-digit codes.
3. Eligibility criteria for all programs that use the NOC now refer to NOC 2021.
This is how NOC skill levels compare to the new TEER:

How does NOC 2021 affect Express Entry?
Candidates who received an Invitation to Apply (ITA) from IRCC before November 16, 2022, must submit their application for permanent residence using NOC 2016. After this date, they are required to use NOC 2021.
With the addition of the new TEER categories, there are now 16 new occupations that are eligible to apply through Express Entry and three which have been removed from eligibility.
The 16 occupations that are now eligible for Express Entry include:
-Payroll administrators
-Dental assistants and dental laboratory assistants
-Nurse aides, orderlies, and patient service associates
-Pharmacy technical assistants and pharmacy assistants
-Elementary and secondary school teacher assistants
-Sheriffs and bailiffs
-Correctional service officers
-By-law enforcement and other regulatory officers
-Estheticians, electrologists, and related occupations
-Residential and commercial installers and servicers
-Pest controllers and fumigators
-Other repairers and servicers
-Transport truck drivers
-Bus drivers, subway operators, and other transit operators
-Heavy equipment operators
-Aircraft assemblers and aircraft assembly inspectors
The three occupations that are no longer eligible for Express Entry include:
-Other performers
-Program leaders and instructors in recreation, sport, and fitness
-Tailors, dressmakers, furriers, and milliners
